The thrust of the report is that the OECD corporate crime clampdown is badly flawed and the attack, being made on small countries ignores serious problems elsewhere, including within the OECD member states.

When the ITIO and STEP asked Stikeman Elliot to undertake this report, it was hardly expected to be a bestseller. But demand has far outstripped supply and the editors are delighted to be republishing it.
